Turning Waste into Energy: Ignition Ceremony Marks Trial Operation of Tainan Chengxi Incineration Plant BOT Project

The Tainan Chengxi Incineration Plant BOT Project, invested in and constructed by HDEC, a subsidiary of Continental Holdings Corporation (TWSE: 3703), held an ignition ceremony for the upgraded incinerator on March 11, marking the start of  trial operations. When fully operation, the facility is expected to process 300,000 tons of municipal solid waste annually, with an estimated annual power generation of 262.44 million kWh.

 

Jerry Chou, CEO of HDEC, said that once the upgraded incinerator becomes operational, the project is expected to increase overall power generation efficiency by 25%. The facility will serve as a next-generation environmentally friendly incineration plant, featuring low emissions, high efficiency, and enhanced energy recovery, helping alleviate waste treatment pressures in Tainan while providing a stable supply of renewable electricity. Chou further noted that the project represents an important strategic milestone for HDEC, marking the company’s successful expansion from its core expertise in water treatment into renewable energy and the circular economy.

 

The Tainan Chengxi Incineration Plant is a BOT project, with a total investment of NT$7.215 billion and a concession period of 25 years. The facility adopts next-generation high-efficiency incineration technology and advanced air pollution control systems, incorporating mature Japanese incinerator design and operational experience. The project also integrates intelligent monitoring and automated control systems to ensure stable, safe, and efficient operation. Emission indicators for key air pollutants, including dioxins, nitrogen oxides, and particulate matter, will remain well below national regulatory standards.

 

HDEC emphasized that it will continue to uphold the core concept of “turning waste into energy,” integrating engineering expertise, smart management, and environmental responsibility. The company will further strengthen its presence in renewable energy development and collaborate with local governments to create modern waste-to-energy facilities that balance environmental protection and energy efficiency, contributing to Taiwan’s sustainable development.
