HDEC Corporation (HDEC) was involved in planning, designing, building and operations. The Linhai wastewater treatment plant is among the first to demonstrate the viability of water recycling in Taiwan. The other five treatment plants are Fengyuan and Futian in Taichung City, Yongkang and Anping in Tainan City, as well as the Fengshan River in Kaohsiung. Kaohsiung will be the first in Taiwan to have a stable supply of recycled water for industry use.

Project included:

• Construction and operation of a sewage and water recycling plant, as well as pipeline installation. Concession period: 15 years
• Upon completion of the first phase, the plant is expected to process and supply 55,000 CMD of household sewage and 33,000 CMD of recycled water per day
• After expansion, the capacity will increase to 100,000 CMD and 60,000 CMD respectively
