The project covered the planning, design, construction and operation of the sewerage network in Chungli, Taoyuan City, particularly the construction work for the water recycling center and public sewerage network, and the installation of a household plumbing system. HDEC Corporation (HDEC) is also the service provider of the aforesaid facilities during the concession period.

The tertiary biological treatment process will be adopted for wastewater treatment in compliance with effluent standards; sludge will be treated by way of anaerobic digestion, generating methane for energy reuse inside the plant.
